📋Ride-Hailing Motor Permit: Eligibility at a Glance
To obtain a ride-hailing motor permit, you and your vehicle must meet all the following requirements:

Vehicle Requirements
✓ Individual Registration - Vehicle is registered under an individual's name (not a company)
✓ Registered Owner - The applicant must be the registered owner of the private car
✓ Valid Vehicle Licence - The vehicle must hold a valid vehicle licence at the time of application
✓ Vehicle Age - Must not be more than 12 years old at the time of application
✓ Ride-hailing motor insurance - Must hold valid ride-hailing motor insurance covering passenger services
You as a Driver
Driver Requirements
✓ Age - Must be at least 21 years old
✓ Residency - Must hold a Hong Kong permanent identity card (or an identity card with no condition of stay restrictions)
✓ Driver Permit - Owner must hold a valid ride-hailing vehicle driver permit
✓ Driving Experience - Must hold a valid private car or light goods vehicle driving license for at least 1 year
✓ Clean Record - No serious traffic convictions within 5 years prior to application
✓ Written Test & Training - Must pass the Taxi and Ride-hailing Vehicle Combined Written Test within 3 years and complete pre-service training within 1 year before the application date

Mid-September 2026
First batch of candidates sits the Taxi and Ride-hailing Vehicle Combined Written Test.
Q4 2026
Transport Department opens applications for ride-hailing vehicle permits and driver permits. If applications exceed the 10,000 quota, a ballot will determine successful applicants.
After Ballot
Successful applicants are required to submit a valid Certificate of Insurance to the Transport Department to complete the registration.
